Leuchtturmprojekt E-Payment

Within the project "IT-Neuausrichtung des Saarlandes" it was decided to commission the Institute for Information Systems (IWi) with the research of the possibilities for the integration of an e-payment system for state and municipalities.

The objective of this work is to create an effective and efficient e-payment solution for payment processes within public services. Methodically the works are based on the concepts of piloting innovative solutions.

The project steps and milestones are described in the form of a Gantt chart.

The first step is a requirement analysis and inventory. This was organized in form of a workshop on development and definition of requirements for an e-payment solution. In cooperation with the stakeholders of the state´s administration and the Saarland communities, there should be worked out which payments are meant to be handled electronically in future. Existing process options and potential problem areas have to be identified. In this context, existing procedures, restrictions and possible collaborations are discussed. The first milestone accordingly includes the definition of the pilot project. As a direct result, a requirements´ catalog is created, which serves as a basis for further action.

Based on the requirements´ list, the first pilot phase of the project can be initiated. The design of a rough concept requires the analysis of existing payment systems and capabilities of the municipal and state governments and other agencies. In this context, a general overview of processes and related systems are collected.

Based on this, the development of the pilot rough concept can be started and clarified. A functional specification and a coarse-grained project plan´s creation are the main contents of this milestone.

In the second pilot phase,fine concept for piloting has to be developed. In collaboration with the stakeholders of local- and state government, a process analysis  will be done. Based on the results of the intense analysis, a more accurate conception can be created. This includes a detailed description of the process steps in the departments using electronic payment systems. Simultaneously, a data architecture and a corresponding business logic can be achieved. Including these preparations, the review and evaluation of existing suitable e-payment solutions can be gained. At the end of this phase, a detailed project plan with responsibilities and process plans has been worked out.

The final phase of the project consists of collecting and processing the previously obtained data, its analysis and results´ summary. This leads to a proper development of an e-payment solution for requirements definition-level (technical specifications). The final result of this phase is a recommendation for the implementation of an e-payment solution.
